Director, Emergency Management - 501735

SUMMARY:

The Director of Emergency Management is the focal point for emergency operation and training at the University of Richmond. The Director manages, develops, analyzes, organizes, implements, assesses, administers, and continuously improves a comprehensive emergency management program involving the complex and hazardous situations created in a dynamic academic environment. The Director provides seamless integration of emergency management programs into existing campus organizations and activities; designs programs that maximize efficiency and effectiveness, and emphasize outstanding customer service and user friendliness in all aspects. Within the framework of the National Incident Management System (NIMS), the emergency management program will be based on emergency management, fire, police occupation health, environmental health or other related safety regulations and standards and accepted emergency planning practices including integration with local, county, and state wide public and private organizations and agencies.

RESPONSIBILITIES:

Planning: Provides strategic planning for campus needs. Develops, assesses, revises and maintains emergency management program plans, policies and procedures to include the Crisis and Emergency Management Plan (CEMP), Community Assistance Center Plan, Recovery Plan, Strategic Plan, and Multi-Year Training and Exercise Plan. Provides guidance, training and assistance to academic and administrative buildings in the development of Building Emergency Plans. Assures compliance of plans with regulatory requirements. Coordinates and assists departments in emergency response planning and in identifying human and material resource needs, as well as coordinating plans for resource mobilization during an emergency. Monitors, provides for and assures compliance with (NIMS), adapted for use at the university. Develops, implements and facilitates integration of the Incident Command System (ICS) into all campus emergency planning activities. Trains and exercises identified individuals in the use of ICS. Coordinates university plans with broader regional emergency frameworks as needed. Coordinates planning and communication with the Emergency Management Program Advisory Committee in program wide policy and guideline development and implementation.

Preparedness: Provides technical consultation, direction, advice and service on emergency management and preparedness issues to faculty, staff, and students. Develops and presents educational training and awareness campaigns. Conducts ongoing evaluation of campus preparedness, including initial and periodic assessment of natural, technological and human hazards and threats. Plans, implements and coordinates the development and readiness of an Emergency Operations Center and equipment. Directs the identification of participants to be involved in incident management. Evaluates emergency notification system (UR Alerts) needs and devises strategies for improvement. Coordinates efforts with all related parties involved in emergency notification. Designs, plans, and conducts periodic emergency management exercises. Identifies target groups for participation. Evaluates effectiveness and efficiency of exercises and incident or event responses. Convenes committees or workgroups as needed to facilitate and improve emergency preparedness.

Administrative: Develops and manages budget, responsible for all personnel activities within the office, complies with all internal policy, reporting and audit procedures. Identifies grant opportunities, submits requests, and manages grant funding within specified period and in accordance with regulations. Stays informed with current and upcoming legislation, laws and requirements for universities regarding emergency management and emergency preparedness. Interface with local, state, and federal agencies and with academic colleagues to identify and implement best practices. Supports Threat Assessment Team. Performs other related duties that may be assigned.

Mitigation: Develops and recommends strategies for mitigation of identified hazards in conjunction with existing measures implemented in program areas.

Response: Provides technical expertise and responds to emergencies on campus, including after hours and on-call time; manages the emergency response process as appropriate according to ICS structure and methodology. Within the ICS structure, direct personnel from all levels in the organization during a major emergency or area-wide disaster. Develops and coordinates ability to respond efficiently and effectively to emergencies as needed. Designs management systems, and trains all staff on proper procedures, protocols and capabilities. Manages the activation and coordination of the Incident Management Team when necessary. Advises the Executive Policy Group of threats, emergencies, or disasters that pose a risk to the lives and safety of students, faculty, staff, and visitors, and proposes solutions to guide decisions on how best to protect people and property from imminent danger, or from further damage. 

Recovery: Facilitates overall recovery efforts. Identifies critical resources that require prioritization for restoration. Works with all departments to minimize business interruptions or restoration of services.

Business Continuity: Works with all relevant sectors of the campus to assure that continuity is integral to business and emergency planning. Develops and maintains Continuity of Administration Plan.

WORKING CONDITIONS/PHYSICAL EFFORT:

The Director is considered essential and required to respond on nights and weekends as a regular function of the position. Must have the ability to work outside in all weather conditions if necessary to respond to an emergency.

QUALIFICATIONS:

  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM) Certification, or Certification as an Associate in Risk Management, or related emergency management training.
  • Thorough knowledge of computers and software, with working knowledge of Maxient software preferred.
  • Comprehensive knowledge of emergency response and management
  • General knowledge of risk assessment and mitigation
  • Thorough knowledge of Education, training and Awareness of emergency preparedness
  • Thorough knowledge in policy implementation and interpretation for EOP and COOP

EDUCATION & EXPERIENCE:

  • Bachelor’s degree from an accredited university or college is required. Advance degree or certificate in Emergency Management related field or training or work experience that equates to an advanced degree is preferred.
  • Three to seven years in emergency planning and risk management with progressively responsible leadership experience.

WORK HOURS:

  • Full-time, exempt position
  • Monday – Friday, 8:30 a.m. - 5:00 p.m.; 7.75 hrs./day; 38.75 hrs./week
  • This position is designated as essential personnel and during inclement weather and emergency situations is required to be available to the University as needed.
